"You'll need edit access on this payments profile in order to complete this task." - my account is owned by another account (which I own) and cannot get it to pay me

I have tried posting the below to Adsense forums, but it will just not let me post for some reason. Ay help highly appreciated!

Hi guys, I have 2 Adsense accounts. One with my main email address (Account A), and another account with another email address (Account B).

Account A has never hit the threshold for payment. Account B is at around $300 and I now want the payment.

I went to add payment details to account B and this is what it shows:

"You'll need edit access on this payments profile in order to complete this task. Visit the payments settings page and click "manage payments users" to find the admin who can grant this permission to you. If you've already requested this permission, check your email to accept it."

Account B has an admin of Account A (both of which are me).

I cannot work out how to set these payment details. Because Account A has never hit threshold, it's never allowed me to add my account details. Is this why?

Account A only had about $10 on it. I have deleted account A (not bothered about the $10) hoping that would then allow me to add payment details on Account B, signed in as Account A.

Can anyone point me in the right direction here?

I log into Account B and it just points me towards Account A.

I log into account A and now it's saying I can make a new account, so I've tried that and now it's asking me to place code onto my site and verify it all again (remember site A doesn't matter, it's site B that makes money).

How can I withdraw my money from site B that's managed by account A!?!?!?!
