Four (probably basic?) questions about AdSense

Hi everyone. I was discussing these with a friend earlier today, and I was hoping you could give us both a hand, as we know little about AdSense:

1-- Does a responsive ad unit always try to make the size as big as possible, or does it always pick the most valuable ad for each occasion, even if it doesn't occupy all the available space?

2-- Is the CPC and CPM for Matched Ads usually low? We typically get 0.02€ in those.

3-- Is there any way to set the number of ads in a matched ad unit? We get 3/8 and 3/10, but we'd, ideally, like to make it 4/10.

4-- Is there any way to verify is AdSense is getting our Ads.txt correctly?
