What are the best investments to go into your blog and why?

So, I have $250, just ready to boost my blog. I'm not sure where to put all of that money, and I could use some good suggestions.

Some ideas I have are:

1. Pay to put some of my articles on quality websites(SEO)
2. Pay for backlinks(SEO)
3. Pay people to make expert content(EAT)
4. Pay for advertisements for my newsletter(Lead-generation/SEO)
5. Pay for a website redesign(UX)
6. Pay for social media accounts (build authority/SEO)

Please let me know if any of these ideas are good and any ideas you may have and why. I want to know what has worked for you.
